Utility of E-bidding for Nepal is well understood by every sector. Considering the advantage   now E-bidding is being made compulsory for all government contracts worth more than Rs 2.5 million. The parliamentary Public Accounts Committee (PAC) directed the government to start implementing this system from the current fiscal year.The government, through the current budget, had announced implementing compulsory e-bidding in all government contracts worth above Rs 20 million from April 2011.

Constraints :

Though implementation of E-bidding system would put an end to the practice of collusion, coercion and intimidation during the bid submission, but question is does
• All organization have sufficient IT infrastructure, HR resources and budget available to operate, manage and monitor E-bidding System
• Sharing of some other organisations E-bidding system is confidential and secure for them
• Publishing of tender of one organization under the banner of some other organization will not confuse bidder
• Infrasture needed for E-bidding system (like Software, domain, hosting space and webmaster) can all be procured and managed in short time.

Our Responsibility :

We already come acrossed many constarints when we first thought to introduce E- bidding portal for Nepal. Under coordial support of DOR, we finally got success and now every sector is appreciating the effort.
Now once again, being pioneer and introducer of E-bidding system in Nepal, its our liability to comeup with solution for the organizations to sort out the constraints (shown above) they have at this moment

Solution :

1. We will prepare E-bidding site ready to use by organization within very short span ( around 10 to 15 days) and handover it to organization to administer it.Liability of Software and its hosting/deployment is ours.Organization just have to register E-bidding domain from Mercantile. ".np" Domain registration is free of cost.
2. For all this we will take service charge of NRs. 10,500/month and Organization should must contract for period of one year.

Limitations :

1. Allocated hosting space for organisation will be 1 GB.
2. Site will be hosted under shared hosting.
